"Municipal Party Secretary" tells the story of a group of people in the municipal party committee headed by Han Wangjie, who put people first, serve the people, and unite the people of the city to build a new socialist city with the consciousness of public servants, awareness of crisis, and awareness of diligence and thrift. The story takes place in Dongzhou City, a state-planned city, somewhere on the eastern coast of China.
At the Capital Airport, Han Wangjie, the new secretary of the Dongzhou Municipal Party Committee, was preparing to take a flight to take up his post. Comrades from the department came to see him off. At this time, his son Han Xia also rushed to the airport and gave Han Wangjie a CD. At the same time, a meeting of the Dongzhou Municipal Government, located on the eastern coast, was in progress. Mayor Lu Zhe received a call from the province and suddenly ended the meeting and rushed to the provincial capital.
Jin Shu-nv, the company manager who was preparing "four dishes and one soup", was anxious because she couldn't contact Xu Erju. Cui Quan believed that the city leaders' every move was of great importance, so he asked Secretary An to find Han Wangjie. Secretary An came to the hotel and met Jin Shu-nv, but didn't see Han Wangjie, so there was a good meal in vain. Grandma arrived in Dongzhou and contacted Qu Xiaoquan by phone, but missed him on the way. Later, she met Jin Shu-nv, who was still looking for Xu Erju and the new secretary, in the hotel lobby, and went to see Han Wangjie with her. Qu Xiaoquan met with grandma. In the ward, Cui Quan recognized grandma as his former lover. Under Qu Xiaoquan's persuasion, grandma agreed to stay in Dongzhou for a few days. Han Wangjie, who came to visit Cui Quan, met grandma, and grandma returned the battery and apologized. Secretary An used Han Wangjie's morning exercise time to talk about the "Seaview Water Curtain City".
Han Wangjie used the law to solve the problems of old city renovation and demolition of poor households. Xia Yanzi received Ah Hua in Beijing and personally arranged for her to see a doctor in a large hospital. At the same time, he was notified that in order to respond to the EU investigation, he would take the Ministry of Commerce working group to Dongzhou. Han Wangjie went deep into the shantytowns to conduct research, understand the housing conditions of ordinary residents, and asked lawyers to answer difficult questions for residents on the spot. Secretary Peng informed Han Wangjie that the Ministry of Commerce would send someone down soon to discuss the investigation of the EU anti-dumping case. At this time, a mine disaster occurred in Xishan. The mine owner Xu Daju did not actively organize rescue in an unclear state
Ahua, who was waiting for the diagnosis in Beijing, began to miss her home and the children of the migrant workers. A fire broke out in Dongzhou Group because Xu Daju could not stand the condemnation in his heart and drank and burned incense. Han Wangjie and Xia Yanzi worked overnight to contact Ling Feng, a lawyer in Belgium. Tao Sishui rushed into the sea of fire, mistakenly thinking that the person he rescued was Mr. Xu, and ran all the way to the hospital. After Xu Daju woke up, he naturally did not recognize Tao Sishui.
On the way back, Xu Erju called again and asked Xu Daju to surrender. Han Wangjie answered the phone for Xu Daju in the hospital. Xu Daju called "Brother Wangjie" guiltily, and accompanied by Han Wangjie, surrendered to the Public Security Bureau. Han Wangjie had to go to the airport to personally welcome lawyer Ling Feng from Belgium. So that night, Mayor Lu received Xu Laohuai who came from Xishan on behalf of Secretary Han. In the early morning, Xu Laohuai and Erju came to the bridge where Han Wangjie was doing morning exercises.
Han Wangjie led the entrepreneurs and city cadres to actively and seriously make various preparations. When Han Xia saw Shui Meizi teaching the children, but there were typos on the blackboard, she ignored Ah Hua's obstruction and walked into the classroom to help correct it. At this time, Han Wangjie and his team went deep into the grassroots to investigate and happened to meet Han Xia who was teaching. Lu Zhe asked her husband, Qin Laihu, an economics professor, and his research team to help analyze the situation in Dongzhou. The migrant workers' primary school received a notice of suspension from the Municipal Education Commission, and Shui Meizi and Tao Sishui were very embarrassed.
The municipal government introduced detailed rules for saving electricity, and the investigation team arrived. Officials all used fans. Tao Sishui, who lost Ah Hua and was forced to stop running the school, resigned to Jin Shu Nv and was about to leave Dongzhou. When he brought Tao Xiaoxi and Shui Meizi to the ruins to say goodbye to Ah Hua, he met Han Xia. At this time, Han Wangjie's car also stopped quietly beside the ruins. Han Wangjie asked Secretary An to take Tao Sishui to the station, and he came to his son. The father and son had a deep talk about the schooling of migrant workers' children. Han Xia no longer avoided his father and formally and boldly put forward his views on running a school. Qu Xiaoquan insisted on keeping Tao Sishui and his son at the train station. The anti-dumping case has made progress, and everyone is happy about it.
Shui Meizi cried for not teaching the children of migrant workers well. Xu Erju put pressure on Mayor Lu to approve the construction of "Seaview Water Curtain City" immediately on the condition of agreeing to build a school for the children of migrant workers. Han Wangjie personally talked to Xu Erju, hoping that the "Seaview Water Curtain City" project would not be used as a condition for building a school for the children of migrant workers. Xu Erju said that the biggest problem now is not the school building, but the lack of teachers. Qu Xiaoquan said that Han Xia from Beijing can be a teacher. Several contractors asked Xu Erju for the project. They believed that the school building for the children of migrant workers was not a project at all. If the "Seaview Water Curtain City" did not start construction, they would leave Dongzhou.
Lu Zhe found the Provincial Construction Committee. The suspicion of "fishing project" has been cleared. The Provincial Party Committee has put forward new opinions and asked to modify the plan, otherwise the project must be discontinued. Cui Quan told Han Wangjie his views on "Seaview Water Curtain City" and took Han Wangjie to visit the shantytown. Grandma came to Dongzhou and was very annoyed to know that Qu Xiaoquan and Han Xia rented together and lived in the same unit. She was even more surprised to know that Han Xia was Secretary Han's son. Lu Zhe rushed back to Dongzhou and notified him overnight to hold a meeting early the next morning. Han Wangjie was also working overtime to check the materials until late at night. Mayor Lu presided over the professional demonstration meeting of "Seaview Water Curtain City".
Lu Zhe arranged to hold an expert meeting to discuss and modify the design plan. He worked until night. Qin Laihu brought medicine to Lu Zhe and told him to take care of his health. Han Wangjie went to visit Cui Quan to discuss the "Seaview Water Curtain City" issue and put forward his own views. Lu Zhe fell ill while studying the plan. Han Wangjie rushed to the hospital. Cui Quan advised Han Wangjie to protect Lu Zhe's enthusiasm at this time and not to raise negative opinions. Knowing that Lu Zhe was discharged early, Han Wangjie went to Mayor Lu's office to visit him and sent Lu Zhe's favorite glutinous rice balls.
Under Xu Erju's careful arrangement, Han Wangjie and Lu Zhe met at the Xingguang Hotel. Han Wangjie sincerely told Lu Zhe that if he wanted to fundamentally and long-term solve and implement the concept of "power for the people", he must be clear about what is a scientific and sustainable development concept. Lu Zhe told Han Wangjie that his starting point has always been bright and aboveboard, and he may be a little eager for success in his methods. In another private room, Xu Erju boasted to the bosses that he had the care of the city leaders. Han Xia and Shui Meizi found Qu Xiaoquan who ran away from home and persuaded him to go home.
Han Wangjie went to the train station to see Han Xia off, and Han Xia embarked on the journey home with a lost mood. The bidding results finally came out, and Xu Erju's Dongzhou Group won the first prize! Han Wangjie called to congratulate him, and seriously told Xu Erju to improve his cultural knowledge and personal accomplishments, and to live up to the trust of the city leaders. Xu Erju, dressed in a suit and tie, came to Mayor Lu's office and solemnly proposed to Lu Zhe the idea of introducing the water of the Laiming River into the Xiaodongwan project, which was encouraged by Lu Zhe. At the same time, Xu Erju submitted a quality inspection report, and the water quality of the Laiming River was seriously polluted! Han Wangjie immediately asked Mayor Lu to find someone to investigate the pollution problem.
Han Wangjie rushed to the highway toll gate to greet the experts from the Provincial Environmental Protection Bureau. At the same time, Lu Zhe found the director of the Municipal Environmental Protection Bureau and asked why the chemical plant's tests were qualified every year? Director Ni hoped that Lu would not delve into it, otherwise, according to the government's promise at the time, the government would have to pay hundreds of millions of "government subsidies"! After testing, experts from the Provincial Environmental Protection Bureau determined that the water quality of Laiming River was polluted by FEN.
Director Ni came to Han Wangjie for a thorough inspection. After listening carefully to Director Ni's report on the "three no-check" phenomenon in grassroots environmental protection work, Han Wangjie asked Ni to start work immediately and write down in detail the environmental hazards existing in Dongzhou. Due to Huo Xingkui's constant interference, Director Ni was in a dilemma and didn't know whether he should report to Secretary Han truthfully. Mayor Lu was still worried that large-scale rectification of pollution problems would affect the city's economic benefits and development speed. Han Wangjie advocated laying a solid foundation first, and only with a solid foundation can development be faster
Lady Jin helped to contact Shui Meizi to study at the Provincial Normal College. Han Wangjie, Lu Zhe and others suddenly came to Xu Erju's printing and dyeing factory in Shawan County. Han Wangjie accidentally discovered the serious pollution problem of the printing and dyeing factory, and then severely criticized everyone. Lu Zhe frowned and said nothing. On the way back, he asked Han Wangjie to resign. At this time, the headquarters of Shanghai Chemical Plant called and decided not only not to cancel the factory, but also to expand investment on the basis of environmental protection in order to maintain the corporate image.
Xu Erju came to Han Wangjie again, hoping that Han Wangjie would have dinner with him again for the sake of their previous friendship. Han Wangjie directly rejected Xu Erju, and hoped that Xu Erju's "four dishes and one soup" would never appear in Dongzhou again. Mayor Lu came back from Shanghai and brought good news from Shanghai. Han Wangjie personally went to the airport to greet him. In the mayor's office, Lu Zhe again offered to resign.
Han Wangjie and Xu Erju visited the new school together. Han Wangjie praised Xu Erju and reminded him not to forget to publicly apologize to the people of Shawan County for the pollution problem. In Huaixi Township, Shawan County, Han Wangjie repeatedly bowed and apologized to the villagers sincerely. The villagers came up to help the good secretary up. As if they were moved by this touching scene, Xu Erju also bowed to the villagers with tears in his eyes.
Han Wangjie saw the anonymous letter and analyzed that the writer might have had a grudge against Xu Erju and it was pure revenge. Mayor Lu thought that the investigation should start from the people around Xu Erju, and Shan Xiaoni volunteered to spy on Jin Shannu. Jin Shannu was so nervous that she couldn't speak when facing Secretary Shan's questioning.
County Magistrate Hao complained to Mayor Lu about the funds for rebuilding the township-run primary school. Han Wangjie inspected the school for children and asked about Shui Meizi's situation. He learned that she had recently encountered a change in her relationship and had been hit hard, and had dropped out of the provincial normal school. Han Wangjie chased to the provincial government and found Han Xia's apartment, but he didn't expect that the person who came to open the door was Qu Xiaoquan, an intern reporter from the provincial newspaper...
Xia Yanzi was worried that the relationship between Han Xia and Han Wangjie was too tense, so she had to rush to Dongzhou. On the street, Han Wangjie found the phenomenon of illegal occupation of roads, so he invited the leaders of the transportation, industry and commerce, and urban management departments to discuss the function of "roads". On the way to pick up Xia Yanzi, Han Wangjie bought a few books and sent them to the hotel for Xu Erju who was in self-imprisonment. Seeing the books sent by Han Wangjie, Xu Erju thought of his childhood and knew that "Brother Wangjie" knew all his actions, and he couldn't help crying. Han Wangjie called Secretary An and asked Shan Xiaoni to pick up Shui Meizi to his residence.
Late at night, Han Wangjie went home after dealing with the problem at the vegetable market. Han Wangjie and Lu Zhe used the vegetable market incident to speed up the issuance and implementation of the "Provisional Regulations on the Accountability System of Administrative Heads in Dongzhou City" and the "Regulations on Disciplinary Actions against Civil Servants in Administrative Organs", which strengthened the cadres' sense of responsibility and legal awareness.
Mayor Lu is worried that the change of hands of Dongzhou Group will affect the economic development of Dongzhou City. He hopes that Secretary Han will talk to Xu Erju. Han Wangjie thinks it is not the right time yet. Han Wangjie and Lu Zhe went to the new science and technology park to inspect. Seeing the prosperous scene in front of them, they talked about the difficulties they encountered when making decisions at the beginning, and lamented the need to use the power in their hands carefully.
