In the town of Waterfalls, it hasn't rained in a couple of years. The folks are fed up with phony rain makers and weather predictors. So when umbrella salesman Harold Austen and his black-faced assistant show up, the question is not only whether he's going to make good with Sally Phipps; can he make it rain?
